REQUEST COMMENTS ON NEW DRAFT DECREE ON FOREIGN RELATED COOPERATION AND INVESTMENT IN EDUCATION
The decree will govern the activities of i) Joint training programs; ii) Foreign related education institutions; and iii) Representative offices
There are some important changes proposed in the draft decree such as:
- There will be no distinguishing between for-profit and non- profit program/ education institutions.
- An education institution is not considered as an enterprise but in a certain extend can operate like an enterprise.
Kindly send your comments to the Education Group Leader Mr. Khalid Muhmood at khalidmuhmood@apolloedutrain.com cc VBF Secretariat at Panh1@ifc.org by August 22nd, 2008. The comments will be consolidated and sent to the Drafting team.
It is planned that a consultation meeting with the drafting team will be organized in September to discuss the comments in details.

The Hong Kong Business Association Vietnam (HKBAV) is pleased to welcome Mr. Wu Lin, Deputy General Manager of Bank of China (Hong Kong) Ho Chi Minh City Branch, as a new member of our General Committee Board. Mr. Wu has over 30 years of experience in the banking and financial industry. He joined the Bank of China (BOC) in 1994 and has held several senior management roles across China, Thailand, and Vietnam.
